  5. X3 AND ANSI JARGON AND ACRONYMS

  7. ANS - American National Standard.
  8.  
  9. ANSI - American National Standards Institute
  10.  
  11. ASC - Accredited Standards Committee - A standards committee,
  12. such as X3, which operates under procedures accredited by ANSI.
  13.  
  14. BSR - Board of Standards Review.  A part of ANSI.  BSR conducts a
  15. final review of standards after X3 approval to ensure that
  16. consensus has been reached, and due process followed.
  17.  
  18. CBEMA - Computer Business Equipment Manufacturers Association.  A
  19. trade association which holds the Secretariat for X3.
  20.  
  21. Consensus - An important concept and a requirement for approval
  22. of an ANS.  The Board of Standards Review is charged with
  23. deciding whether consensus has been achieved.  The ANSI
  24. Procedures for the Development and Coordination of American
  25. National Standards state:
  26.  
  27. 1.3.3  Consensus.  Consensus is established when, in the judgment
  28. of the Board of Standards Review, substantial agreement has been
  29. reached by directly and materially affected interests. 
  30. Substantial agreement means much more than a simple majority, but
  31. not necessarily unanimity.  Consensus requires that all views and
  32. objections be considered, and that a concerted effort be made
  33. toward their resolution.  The BSR shall base its judgment as to
  34. whether a consensus has been reached on the formal voting
  35. evidence presented by each interest category, and adherence to
  36. due process requirements.

  38. This requirement to achieve and document consensus colors
  39. everything X3T9 does, and is the reason for our apparently
  40. obsessive concern with addressing and attempting to resolve all
  41. negatives, and documenting that action.  TG chairmen must keep
  42. comprehensive records of negatives and responses to those
  43. negatives, at each step from project proposal approval through X3
  44. approval, lest approval be compromised when X3 and BSR review the
  45. record.
  46.  
  47. dpANS - draft proposed American National Standard.  A proposed
  48. standard becomes a dpANS after X3T9 votes to forward it to X3.
  49. Hydrolevel Case - A U.S. Supreme Court case which held both the
  50. American Society of Mechanical Engineers and the officers of a
  51. standards committee liable for triple damages for an improper,
  52. anticompetitive interpretation by the committee officers who
  53. acted with the apparent authority of the ASME.  Much of
  54. the recent reorganization of ANSI and X3, as well as the strong
  55. concern with process and procedure undoubtedly stems from this
  56. case and the desire to reduce vulnerability to liability for
  57. damages under antitrust law.  For more information, see

  61. IAC - International Advisory Committee, a committee which advises
  62. X3 on international matters.  With the reorganization of TC 97
  63. into JTC-1, IAC will be replaced by the JTC-1 TAG, whose members
  64. will represent the IEEE and EIA as well as X3.
  65.  
  66. JTC-1 - A joint ISO and IEC Technical Committee which will
  67. combine ISO/TC 97 and IEC committees working on information
  68. processing.  JTC-1 becomes effective November 1987.
  69.  
  70. SD - Standing Document, published by X3.  They include:  
  71.  
  72.      SD-1 - Master Plan - May 1987 - It gives the plans
  73.      under which X3 and its subgroups, such as X3T9 operate. 
  74.      This is not one of the more significant SD-s.
  75.  
  76.      SD-2 - Organization and Procedures - October 1985 - This 
  77.      document is effectively the constitution of X3.  An
  78.      update      was published in the summer of 1987.
  79.  
  80.      SD-3 - Project Proposal Guide - May 1987 - This
  81.      document describes the form and contents for requests
  82.      to start new X3 projects.  The requests themselves are
  83.      often referred to, improperly, as SD-3's.
  84.  
  85.      SD-4 - Projects Manual - Updated quarterly - This
  86.      document lists all approved projects by number.

  88.      SD-5 - Standards Criteria - September 1984
  89.  
  90.      SD-6 - Membership and Officers - Updated quarterly
  91.  
  92.      SD-7 - Meeting Schedule and Calendar - Updated quarterly
  93.  
  94.      SD-10 - Subgroup Annual Report Format - June 1987
  95.  
  96. SMC - Standards Management Committee.  SMC advises X3 on
  97. management and organization and approves appointment of TC
  98. officers.
  99.  
  100. SPARC - Standards Planning and Requirements Committee.  SPARC
  101. reviews project proposals and dpANS and makes recommendations to
  102. X3 about their disposition.
  103.  
  104. TAG - Technical Advisory Groups - TAG's are assigned by ANSI to
  105. advise on international matters.  Usually, there is a
  106. correspondence between ISO committees and TAG's. 
  107.  
  108. TC - Technical Committee.  X3T9 is a TC.
  109.  
  110. TG - Task Group.  A TG is always subordinate to a TC.  X3T9.2,
  111. X3T9.3, X3T9.5, and X3T9.6 are all TG's.
